$40 Million is TOO Much - But, $140 Million is JUST RIGHT!
Depends upon whose ox is being gored......If Bush is inaugurated at $40 Million...he is chastized! Obama plans to spend $140 million on his inauguration and it is OK!
Probably just part of the "stimulus package!"
